Trans:
To the destroyer of the tyrants and founder of public safety, our lord Arcadius, perpetual and fortunate, forever Augustus. Ceionius Rufus Albinus, of clarissimus rank, prefect of the City, judge representing the emperor for the second time, devoted to his divine spirit and majesty, [set this up].
