Obsequii. / C(aio) Valerio Vibiano v(iro) p(erfectissimo), / praesidi provinciae /(4) Tripolitanae, singula/ris aequitatis et benibo/li vicoris (sic, for 'vigoris') momnium (sic, for 'omnium') vir/tutum viro ob tunc incipi/entem deinceps iugem er/ga se eius dignationem /(10) ordo splendidissimus Lepci/magnensium et populus / patrono ex d(ecreto) s(plendidissimi) o(rdinis) p(osuerunt).
Trans:
(Statue of) Obsequius. To Caius Valerius Vibianus, of perfectissimus rank, governor (praeses) of the province of Tripolitania, a man of unique fairness, of well-minded vigour, of all virtues. On account of his then incipient and thereafter perpetual consideration towards them, the most splendid council (ordo) of the Lepcimagnenses, and the people have set this up to (their) patron by decree of the most splendid council.
